どもっす!!福地宏規です。この前エストニアについて調べていたらエストニアの凄さを知りました。

そもそもエストニアとは

北欧に位置するバルト三国の一国で、人口はたったの「130万人」。しかしあの「Skype」を生んだ国であり、国民一人当たりスタートアップの数は欧州で最多。また、世界で最も政府の電子化が進んだ「未来型国家」なのである。

次なるシリコンバレーを目指してる国にみたいです。Skypeを産んだ国って知ってました?世界で最も政府の電子化が進んだ「未来型国家」って興味が湧きますよね?!

国そのものが「ブロックチェーン・スタートアップ」

エストニアが「未来型国家」と形容される最たる所以、それは「電子政府」だ。すべての行政サービスのうち、99%がインターネットで完結する。残りの1%、つまり紙での手続きが必要なのは、「結婚、離婚、不動産の売却」のみ。その他は電子IDと電子サインで済ませられる。

これほどまでに「ノー・レガシー」「デジタル・バイ・デフォルト」を徹底できているのは、この国そのものが「デジタル・ネイティブ」だからだ。エストニアが旧ソビエト連邦から独立したのは1991年のこと。そのときすでに、この世にはインターネットが存在していたのだ。

この国のリーダーたちは、インターネット・ベースの思考で国の設計図を描き、それを「電子ID」「X-ROAD(連携基盤)」、そして「ブロックチェーン」の3つのテクノロジーを駆使し、しかも、必要な法整備の前にまずはトライというスタートアップらしいアプローチで実現してきた。

ほぼほぼペーパーレス。「電子ID」「X-ROAD(連携基盤)」「ブロックチェーン」もはや僕のレベルでは理解できない。「電子ID」「ブロックチェーン」はほんの少し分かる。「ブロックチェーン」は最近話題の仮想通貨で使われてますね。「X-ROAD(連携基盤)」は基盤だからベースになるシステムでしょうか?

利便性では、例えば「ワンス・オンリー」という考え方があり、管轄の異なる複数の行政機関に同じ情報を何度も提出しなければいけない面倒な手続きを市民がしなくてすむようにするもの。無駄に感じられるやりとりが発生せず、市民は生活の効率が向上していることを日々実感できる。

透明性とはつまり、自分の情報がどのように利用されているかが、市民やビジネスオーナーなどデータを提供する側から見えるということ。エストニアでは「個人情報のオーナーは個々の市民である」ことが強調されている。

自分のデータに公的機関、企業、医療機関などがアクセスした場合、その履歴をいつでも閲覧でき、アクセスの理由に不信感を持った場合は、管轄機関に調査依頼ができる。このことがデータ管理への安心感をもたらしている。

この「透明性」の点で、日本のマイナンバーなどには改善の余地がある。政府や企業による個人情報の利用状況が市民の側からは見えにくく、警察に勝手に閲覧されているのではないかと疑いを持たれやすいため反発も強かったように思う。エストニアはこのあたり配慮がなされている印象を受けた。

結果、電子化された行政サービスは市民に多く利用され、ITインフラの構築運営にかかる行政運営コストの大幅な圧縮につながっている。毎月パリのエッフェル塔と同じ高さ、300メートル分の紙の書類が削減され、コストはイギリスの0.3%、隣国フィンランドの3%にすぎない。

電子化する事によって「利便性」「透明性」が得られるのですね。確かにマイナンバーなどができても僕ら市民側からは個人情報の利用状況は全くわからないですよね。

When your data is accessed by public institutions, companies, medical institutions, etc., you can browse the history at any time, and if you have distrust of the reason for access, you can request survey from the competent authority. This brings peace of mind to data management.

In terms of this “transparency”, there are room for improvement in Japan’s My Number and others. It seems that there was a strong opposition because it is easy for citizens to see the use situation of personal information by the government and enterprises, and it is easy to be suspected that it is being viewed by the police without permission. Estonia received the impression that this consideration was done.

As a result, the computerized administrative services are widely used by citizens, which has led to significant reductions in the administrative operation costs associated with the construction and operation of the IT infrastructure. 外国人を「電子居住者」として誘致、1400社が新たに起業

これほどまでに先進的なエストニアの電子サービスだが、実は日本人も今すぐ体験できる。外国人の電子居住者を受け入れる「e-レジデント」制度があるためだ。この制度を開始したことが、エストニアが外国人起業家からの注目を集めるきっかけとなった。

市民ではないため、電子投票などはできない。しかし、この制度を活用すればエストニアを「一度も」訪れずとも、会社設立、銀行のビジネス口座開設、納税申告などが行える。場所にとらわれず働ける「ロケーション・インディペンデント」な人にとって、有効な起業の手段となりうるのだ。

実際、世界135カ国以上から、2万人以上が電子居住者として登録。1400社以上の企業が新規設立された。会社設立費用が190ユーロ、法人・個人所得税率が一律20%と低く抑えられていることもこれを後押し。日本からも、「安倍首相」を含む400名以上が電子居住者として登録済みだ。

無知な僕でもこれは凄いと感じました。一度も行かずに、会社設立、銀行のビジネス口座開設までできるとか凄いですね。安倍首相も電子居住者として登録済みというのは驚きですね。登録する事によってどんなメリット、デメリットがあるのでしょうか?そこについてはしっかり調べてみます。

Attract foreigners as “electronic residents”, 1,400 new entrepreneurs

So far it is an advanced Estonian electronic service, but in reality Japanese people can experience it now. It is because there is an “e-resident” system that accepts electronic residents of foreigners. Starting this system triggered Estonia to draw attention from foreign entrepreneurs.

これからの時代、起業家に選ばれる国の条件は「透明性」

エストニアは、国そのものが「ブロックチェーン・スタートアップのようだ」と述べた意味がお分かりいただけただろうか。電子化された行政サービスのみならず、場所にとらわれずに生きる「世界市民」の暮らしぶりに関心のある起業家には、ぜひ自分の目で現地で確かめてきていただきたい。

最後に、エストニア政府で働く、e-レジデント制度の担当者に直接聞いた話をご紹介したい。先述の通り、欧州では今、外国人起業家の奪い合いが起こっているが、今後もエストニアが起業家に選ばれる国であり続けるための指針について尋ねた。

彼いわく、今後「ロケーション・インディペンデント」な人が、自分が住む国を選ぶ際の重要な基準の一つは、「透明性」だという。国民のデータや納める税金が安全かつ有効に活用され、それが自分たちの暮らしを豊かにしていることが「見える」ということ。

透明性の上に起業家と政府との間で信頼が生まれてはじめて、ともに国をより良くしていこうとする関係が始まる。日本はどうだろうか、必要なテクノロジーは十分に活用されているだろうか。世界を今後リードしていくのは、人口たった130万人のこの小国かもしれない──。
